Definition

The official Woningwaarderingsstelsel (Housing Valuation System) that assigns points to a rental property based on characteristics such as surface area, number of rooms, energy label, WOZ-waarde, outdoor space, and facilities. The total points determine the maximum allowable rent. Properties scoring up to 186 points fall under regulated rent; above this threshold they enter the vrije sector.

You will use the puntensysteem when checking whether your rent is fair, when filing a complaint with the Huurcommissie, or when determining whether your rental qualifies as social or private-sector housing.

Example

Your 50 m² apartment with energy label B, a small balcony, and a WOZ-waarde of €200,000 scores 148 points in the puntensysteem. This means the maximum monthly rent is approximately €950, even though your landlord is charging €1,200.
